meredith was going to annul the circle anyway she was just looking for an excuse
SERIOUSLY how long did it take for meredith to apply for the right with elthina, get denied send word to val royeaux, and then get confirmation back? it was not some spur of the moment “oh im going to kill everyone in the circle because of anders” it was “someone pissed me off so the mass murder i was planning is going to happen NOW not at some undetermined future point”
(honestly the whole explosion thing probably went down like. not long after meredith got permission because you can bet that The Right People were keeping track of what she was doing, and would YOU take the chance and let her just slaughter everyone whenever she felt like it instead of trying to take control of the situation in any way possible)
in a universe where there was no explosion she just annuls the kirkwall circle and walks away from it, people are furious and other people aren't, but there isn't much they can do about it after the fact. maybe it contributes to her losing power in kirkwall. maybe it doesn't and she goes on to commit even more attrocities. either way -- there's no rebellion, no mage-templar war, no dissolution of the circle and freedom for mages. things just go on being terrible and the chantry keeps maintaining the "peace" ie keeping all the violence behind closed doors where no one can fight back
people were going to die anyway. at least this way it meant something.
